RAA Flag Football Rules 

Field of Play

  1. The field will be 70 yards long and 30 yards wide.
  2. The playing field will be 50 yards long and the end zones 10 yards. (“50 yard line”, or mid field will be 25 yards).
  3. The flag must be worn on your hip and all shirts must be tucked in.
  4. One coach from each team is permitted on the field during play (3/4 and 5/6).
  5. There is no minimum number of players required on the line of scrimmage for defense and one (center) is required for offense.
  6. There is a 40 second maximum play huddle – each team will receive one warning before a 5-yard penalty and stoppage of play clock will be levied.


General

  1. You cannot play in the game without a mouthpiece.
  2. All Grades: The game will consist of two, 25-minute halves. There will be 2 timeouts per half, no carryovers. There will be a 5-minute break during halftime.  During the last two minutes of the 2nd  half, the clock will stop for touchdowns, extra points, ensuing kickoff, and 1st offensive play.
  3. An inadvertent whistle by the referee - the play is dead at the spot of the whistle or the team can elect to play the down over (if the ball is in the air (pass) the play is dead and will be replayed)
  4. The commissioner will schedule make-up games. The commissioner or the referee at the time of the game may only cancel a game.
  5. Teams should show up 20 minutes before game time.
  6. There may only be 5 players on the field unless otherwise specified. 
  7. Overtime will be according to the WPIAL playoff rule system (10 yards 1st possession and 5 yards thereafter, four chances for score plus extra points). Each team gets fair chances, it’s not first to score.  A coin toss will determine choice of offense or defense.


Penalties

  1. All penalties are 5 yards from the line of scrimmage unless otherwise noted.
  2. A personal foul is 15 yards.
  3. Profanity, trash talking, taunting, complaining about the calls and unsportsmanlike conduct will not be tolerated (personal foul).
  4. A player or coach may be thrown out of the game on the first personal foul violation.
  5. Spiking the ball is prohibited after a TD or play (after a TD, 15 yards on the kickoff).
  6. No blocking, No stiff arms, no tackling, no pushing (out of bounds), and no tripping.  An offensive penalty will result in a 10-yard penalty and loss of down.  A defensive penalty will result in a 10-yardpenalty and an automatic 1st down.
  7. Any holding of the ball carrier will result in a 5-yard penalty and an automatic 1st down from the end of the play.


Special Teams

  1. The game will start with a kickoff.  Where the ball is touched by the receiving team, it is down (possession does not matter). Whistle blows once the ball is touched. The kickoff is always in possession of the receiving team. No fumbles on kickoff.
  2. A coin toss will determine who will kickoff. The team who wins the coin toss may elect to receive or kickoff.  The opposite will occur to open the second half of play. The team that loses the coin toss will pick direction of travel. The direction of travel will be the opposite of the 1st half.
  3. The 5th & 6th grades will kickoff from the 20-yard line and the 3rd & 4th grades will kickoff from the -25 yard line (mid field). A touchback on kickoff gets placed on the 10 yard line. A clean catch gets the receiving team an extra 5 yards (from the point of the catch).
  4. If the ball is kicked out-of-bounds, the kicking team will kick over from the same yard line.  If the second kickoff goes out-of-bounds, the ball will be spotted 5 yards back, and so on. 
  5. If a kickoff or punt results in a touchback, the ball will be placed at the 10-yard line.  A touchback occurs when the ball travels into the end zone.
  6. The punt is always in possession of the receiving team. Where the ball is touched by the receiving team, it is down (possession does not matter). Whistle blows once the ball is touched. The punt is always in possession of the receiving team. No fumbles on a punt. A clean catch gets the receiving team an extra 5 yards (from the point of the catch).


Offense

  1. No physical contact blocking at any time. 5 yard penalty and repeat down.
  2. 1st downs are at Mid- Field (25 yard line) or by completing 3 forward passes (all passes must be for positive yardage).
  3. All offensive plays will begin with a QB/center exchange.  The QB may be either under center or in shotgun formation.  In the shotgun formation, the player first touching and possessing the ball is considered the QB.
  4. Intentional grounding is not permitted in order to save lost yardage.  The ball must be thrown in the vicinity of the receiver.  The decision of the field crew is final!  Penalty – loss of down and the ball is spotted at the location of the infraction.
  5. The QB is not permitted to advance the ball across the line of scrimmage.  The QB is allowed to roll out or scramble behind the line of scrimmage.  If the QB advances the ball across the line of scrimmage, the play will result in loss of down.  QB sneaks are not permitted.
  6. All players are eligible for a pass.
  7. If the QB fumbles the snap or any fumble, dead ball at the place of the drop. Loss of down. Whistle immediately.. 
  8. All players must be on side before the ball is snapped.  All off side penalties will result in a 5-yard penalty.   
  9. Motion is allowed for one player only.
  10. Pass receptions require only one foot in bounds.
  11. The play is whistled dead when the knee of the player with the ball touches the ground.
  12. No flag guarding.  No leaving your feet and no jumping will be permitted to avoid having your flag pulled. Spinning is permitted as long as the player does not leave their feet. The play will be called dead at the spot of the foul.
  13. There are 1 & 2 point conversions: 1 point conversions are from 3 yards out (pass only play) and 2 point conversions are from 6 yards out (pass or run play). The Defense cannot score on an extra point.


Defense

  1. Players cannot rush the punter.
  2. All players must be on side before the ball is snapped.  All off side penalties will result in a 5-yard penalty. 
  3. The defense is allowed one pass rusher starting 10 yards off the line of scrimmage. Once the ball is snapped it is a ‘live’ rush. The rusher must raise their hand before the play and identify themselves. This applies regardless of the number of players in the backfield.
  4. Interceptions can be run out of the end zone and run back from anywhere.
  5. You may NOT push, bump or nudge a player out of bounds to stop the player from advancing.  A 15-yard penalty will result from the spot of the foul and an automatic first down (see rule 5 under penalties).


Objectives

  1. Remember that the main objective of this league is for the players to learn and have fun.
